11470 lists property which is subject to forfeiture in a drug case. 11378 prohibits the possession for sale of certain controlled substances. They are found in the Health and Safety Code.

The codes are available on the internet. Do a general search under Offical California Legislature. With a little checking the sites you'll find the official site and then click on 'laws.' It is in the Health and Safety Code.
