i have a charge against a person in aziona of blackmail and extrotion but if the D.A. dismiss my case could I file charges in aziona against this person on the same charges

You can try, it won't hurt; however, most jurisdictions respect opinions from other jurisdictions. It should have been filed in AZ to begin with so that might work in your favor.
