Charged with Petty theft
My 16 yr old daughter was caught stealing from a dept store and charged with petty theft in Sacramento county, CA. This is her first offense. A court date will be sent in the mail. What could happen to her? and do I need to request a public defendor?

Your daughter will likely be charged with a misdemeanor (petty theft). She will be appointed a public defender, assuming she qualifies for one. This will depend on your financial situation. If she does not qualify, then you will have to hire a private attorney.
Given this is her first offense and the nature of the crime, your daughter will likely face probation and restitution. Jail time is not likely.
For optimum results, hire a private layer in your area familiar with the system there.
