Being charged for possession controlled substance
I got arrested for having a meth pipe and was charged with Poss Paraphernalia . The cop also scraped the pipe and charged me with Possess Controlled Substance. Can he do that and is it legal?

Charges are filed by prosecutors, not police. The officer may have cited you for these crimes, but the D.A. will decide whether or not to charge you.
I see nothing illegal about the officer's actions.
