do charges for hs 11378 and 11379 qualify for pc 100

Sorry, no they don't.
11379 might, but only if it is alleged to be transportation for personal use. The 11378 (possession for sales) does not qualify though, so I assume the 11379 is also a sales allegation.

the charges, as is, don't qualify ... potentially a good attorney may be able to get the charges reduced/ changed to something which does. It is dependent on the facts, the allegations and also your past record (if any), and the attorney you choose.
