a child molester/sex offender named william robert evans (d.o.b. 11/14/1954) recieved a life sentence. why would an offender recieved a life sentence?

Maybe he's a repeat offender, or maybe the event for which he was given a life sentence was egregious that a life sentence was the only punishment suitable.
