I got a citation for petty thrift. I paid it all back and the company is not seeking restitution. What is the best way to get the charges dismissed or dropped?

You should have had your lawyer do a civil compromise with the prosecutor. Unfortunately, you chose to represent yourself, and getting the charges dismissed is going to be harder now. I strongly urge you to get a lawyer.
A civil compromise is one way to get the charge dismissed, but the company may or may not be willing to agree to it. A criminal lawyer should be the one to negotiate that for you. However, there are many other ways to handle the criminal case which could result in a dismissal. You are not entitled to have the charges dropped or dismissed just because you gave back what you stole. If it was that easy to escape the consequences of theft, people would steal a lot more often.
