Citizen arrest
i paid some one for a boat and after handing him the money he wouldnt give me a bill of sale for the boat he gave me a pink slip for it but it says that someone else is the owner of the boat when i asked him about it he said he would bring me the bill of sale the next day but he has not he is coming over tomorrow can i have him put under citizens arrest for fraud?

You can have him arrested. However, if he is not convicted you can be facing a lawsuit for false arrest. The damages in such a case can be very high.
Report the circumstances to the police to determine whether the boat is stolen. If he has the authority to sell the boat, what are your damages?
