Legal Question in Criminal Law in California

Close friend of mine went to police station (San Bernardino County, CA) to file an Assault & Battery against a family member who tried to "bash the back of her head" in with a firewood log (it hit her arm instead, cause she turned around just in time to avoid the direct hit) and police (although they took a report) said, theirs nothing they can do about it, why? Should she have asked for a detective instead? or gone to the local court house and filed with the prosecutors office? I think there should have been an arrest made? what options does she have?

There's never any way to predict what the police will or won't do. She could sue the guy or file for a restraining order (plus custody and child support if applicable). She could contact a local domestic abuse victims' resource if there is one in her locality.
