Legal Question in Criminal Law in California

complicity liability

Hi my name is--name removed--and i am a student at faculty of law in collage,Israel and I have a question regarding the differnces between the the theory and practice in crimnal law complicity liabilaty at u.s

at crimnal law in the u.s the theory is that parties to a crime includes the:principal in the first and second degree

accessory before and after the fact

HOWEVER,In practice all such ''paties to a crime '' can be found gulity of the principal offense, my question is why there is a difference between the theory and the practice?

what were the circumstances which devloped that practice?
