Legal Question in Criminal Law in California
confession
I know someone that committed manslaughter as a juvenile, and was never caught. Now, 15 years later, is remorseful and wants to own up and face consequences in order to move on. What is likely to happen in a case like this? Is there a statute of limitations in a matter like this? Please help.

This person should consult with an attorney about this before taking any action to confess. It is very probable that they will be tried as an adult and if convicted sent to prison.

You are asking lawyers, not shrinks or preachers. Advice: Look out for #1 and keep your mouth shut. There are better ways to atone for one's sins than volunteering for prison time, and who's to say it would only be termed a manslaughter.
