Legal Question in Criminal Law in California
Would it be considered to be extortion if you a contractor told you he would only refund the money he was over paid if you signed an agreement stating that all the work in the contract was preform and that you are completely satisfied with the work done. In this case almost none of the contracted work was done nor the parts listed purchased and the work that was done none of it was completed or done correctly. Thank you

No. "Extortion is the obtaining of property from another, with his consent, or the obtaining of an official act of a public officer, induced by a wrongful use of force or fear, or under color of official right." (Penal Code, sect. 518.)
