When a convicted felon discharges from his parole, is he awarded his 4th amendment rights once again?

Yes.

Technically, the person is required to give up his Fourth Amendment rights to be released on parole, so they aren't "awarded" back to him. The waiver of Fourth Amendment rights just expires when parole is compete.
