Does the cop have the right to enter your house without your permission?

Generally, no. If they have a warrant, yes.

There may be other circumstances, such an an emergency or a crime in progress where they could make a warrantless entry. If a resident of the home is on probation or parole, with a condition that they submit their residence to searches, then they police don't need a warrant.
