Are cops in California allowed to use their sticks on minors?

Yes, when the circumstances justify it. Officers can use force (including batons) either to defend themselves or to apprehend an uncooperative suspect. If they were forbidden to use batons on minors, then minors would be more likely to injure the officers and/or get away.
