when you go to court after an arrest are you entitled to a copy of the arrest report? And if not Why?

It's usually provided to you, or more specifically your attorney, during the arraignment, along with a copy of the charges filed against you. If you don't have a copy right now, it means the matter is still under investigation and the police report has not been completed.
