can the court charge my girlfriend with some pipe scapings of meth that i have already plead guilty to and was convicted of?

Yes, but it would depend upon the facts. It's possible -- indeed, common -- for two people to be in possession of the same drugs at the same time. The fact that you were convicted of possessing them does not mean your girlfriend is off the hook.

I want to add one comment to my response: Your girlfriend can still be charged, but the charges would come from the prosecutor, not the court.
