I read an article that stated the California Supreme court ruled that the '2000 ft.' rule for sex offenders will not apply to anyone that was already on parole or probation AFTER the law went into effect. It then went on to state that it would not apply to anyone who was convicted before the law. Can someone clarify this?

It means that it is not an ex post facto law. It applies to sex offenders convicted AFTER the date the law went into effect.
