What does it mean to have a strike stricken?

It means that the sentencing judge has decided not to factor a prior strike into the new sentence she is going to impose. The strike remains on the defendant's record, though, and if the defendant is convicted of another crime in the future the prior strike will still be there and the other judge will be free to factor it into the new sentence if he so chooses.
