my husband was sentences in 1996 for attempted murder and signed a plea his attorney did not explain well what was happening and was told to do so. the judge said he was to make an example of him and gave him 25yrs i see people go for murder and get less time can we appeal and how

It is much too late to appeal. Even when there was still time, there wasn't much your husband could have argued on appeal after pleading guilty.
It may be possible to bring a habeas corpus petition to argue ineffective assistance of counsel, though there is no way I can assess your husband's chances without more information.
