My mother who resides in california and is 89 years old was put on court probation, search & seizure, for misdeameanor penal code violations (too much trash on property, too much furniture, like building code violations) Her probation was just extended for another year. My mother is the owner of her house, can she be penalized for her childrens marijuana problems on her property?

That depends on what kind of "problems" you mean. If visitors use marijuana on the premises without her knowledge then she isn't criminally liable. If they *grow* it on the property, though, she probably is -- especially if she consents to this activity. There are many types of "problems" between these extremes, so I can't give you a better answer without more information.
