Legal Question in Criminal Law in California

If 2 people are living in the same house and there was a police search where illegal drugs were found in the detached guest house resulting in the arrest of the 2 people, how would the court determine what amount of the items found to charge the 2 suspects with? Why would 1 person be charged with more than the other?

Decisions about whom to charge with what are made by prosecutors, not by courts. They make these decisions based upon the evidence available to them. Without more information about the case, there is no way to even guess why a prosecutor decided to file particular charges.
