Criminal Law question, if a death row inmate is being held unjustly in a maximum secuity cell, who can their supporters file a complaint to and what is the best thing to say?

California condemned inmates are held at San Quentin State Prison (male) and CCWF Chowchilla (female). An inmate can be put in the SHU (secure housing unit) for serious disciplinary infractions (those serious enough to rate a Form 115). Inmates do have some rights to administrative hearings, you could look up the California Code of Regulations. The first step would be for the inmate to fill out a Form 602. Theoretically the inmate's attorney could also file a federal civil rights lawsuit once administrative remedies are exhausted. Contact the Prison Law Center in San Quentin.
