crossing state lines

If a person crosses state lines after being questioned by the police, and a warrant is later issued, can that person be classified as a fugitive, even if he was never told not to leave the area by law enforcwement and they knew how and where to contact him?

Your first mistake was agreeing to be questioned by law enforcement. You have the right to remain silent, use it. Interstate Flight to Avoid Prosecution is a federal crime, so don't engage in conduct that would tend to prove this offense. Consult a real, live attorney.
