Can the DA use your cell phone as evidence for prosecution. In California.

All sorts of objects can be evidence, depending upon the facts of a given case. There's no special rule exempting cell phones, and there's no good reason for one.

Yes. They can use the call history, location data etc. There are rules for what and how the information gets to be used, but for the most part, yes.
