D.A.'s filing a continuance before the declaration

My friend was arrested for manufacturing meth and is awaiting trial. The D.A. has filed a continuance before the declaration. Could the reason for this be that they didn't have strong enough evidence for their case. Because today we received the declaration and the charges are based on a confidential informant who was arrested the week before and gave up his name. Alot of the observations that the undercover officers documented are not even true or they don't even apply to him. It seems as if the case is not strong at all and they did the investigation too quickly. They wanted to put a case together based on ''the rat'' and his testimony but arrested him and realized they didnt have enough STRONG evidence to make it stick.

It is possible that the DA does not have enough evidence on your friend. It is impossible, however, to know that without getting discovery from the DA and making your own investigation
