Legal Question in Criminal Law in California
My daughter is pregnant by a 20 year old and she is 17 I love them both deeply and support him. I won't press charges and don't see a need. Can he still get in trouble?

Bless you. We receive many questions from parents who feel otherwise. If I were you I would urge your daughter to give birth outside of California lest some busybody, I mean Mandated Reporter of Child Abuse, summon the authorities. Maybe you could also persuade them to get married, again in some jurisdiction where this is possible. Good luck.
