Legal Question in Criminal Law in California

My daughters boyfriend was being chased by her ex-boyfriend and another guy, he was on his bike when his bike broke and he was thrown to the ground, his front teeth were knocked out and the police won't do anything because he was in shock and got angry with the police and the paramedics.

What can he do?
