There is only PC 273.5(a). 273.5(b) merely says a couple doesn't have to be married for this section to apply.

The difference? 273.5(b) provides that Holding oneself out to be the husband or wife of the person with whom one is cohabiting is not necessary to constitute cohabitation as the term is used in this section.
It is basically saying that cohabiting does not require the people to be married. So the section will apply even if the couple is not married. Basically this section applies to couples that come under the definition of cohabitation.
