discharge of firearms

What are the regulations governing use of a bow and arrow for target practice in my own backyard within city limits? What is my liability if an arrow misfires, causing injury to another's person or property?

It would vary city by city. I suspect many cities do not have any ordinances regarding use of a bow and arrow. However, it is clear from common law that any person shooting an arrow and any property owner allowing same can be liable for negligence in allowing harm to come to anyone as a result of that shooting. For example, and this is my opinion, if a property owner allows archers to shoot arrows at a target backed by a five foot fence and an arrow goes over the fence and kills a neighbor, both the archer and the property owner would be liable for unlimited damages.
