It means that the charges were dismissed, either by the prosecution for various reasons, such as:
they didn't think they had enough evidence to go forward;
they decided that further action wasn't necessary
it was dismissed for a plea in another case
or - if it applies to a particular charge, then perhaps it was dismissed for a lesser plea
If it was dismissed by the judge, then it could be because:
the judge had the legal authority to dismiss or strike a particular charge or allegation, such as a Romero motion to dismiss a strike
To be more specific, somebody would have to look at the document you're referring to and take it in context.
