Legal Question in Criminal Law in California

Does DMV have access to see and/or know if you have a outstanding bench warrant for something non traffic related (a bench warrant for not turning yourself into the jail to serve a jail sentence), when you go into re-new your drivers license???? I understand that DMV can put a hold on your renewal if you lets say fail to pay a fine or something a long those lines. This is not the case. All fines have been paid. DMV sent me a notice to renew my license in the mail, but siad I have to come in and take a new picture and do a partial writen test. I call to ask about this and they said it is normal and all done by random draw, as far as who has to take a test or not.

Will DMV act on it and call the authorities on you while you are there in the DMV offfice??

Probably not, or you'd see more people getting arrested in DMV offices.
