Legal Question in Criminal Law in California
If I drive up to a prostitute on the street, and I hand her a written note, where I had written that: I will pay her $50 to eat pizza/food at a motel with me, and watch TV together, and NO sex of any kind would occur, would I still get arrested for Intent to engage prostitution or something similar?

Asking to trade money for sex is just as illegal in code as it is in plain language. This particular code wouldn't be hard for prosecutors, judges, or jurors to crack.
