If you are asking if an employer can file suit against a minor for the lost value of property stolen by the minor, then yes, but I would recommend also filing against the parents.
If you are asking if you can file the actual criminal theft charge, then no, you have to notify the City Attorney and only they can file any criminal charges. Please note, if the amount stolen is over $500, you may need to contact the District Attorney.
