what does an employer need in order to call the cops and have them arrest an employee for (not sure what charge would be) stealing and or creating loans less then 300.00 but under fake customer information.

You can make the report to law enforcement and have them investigate, but you can't "have them" arrest the person unless you're willing to do a citizen's arrest.
Gather whatever information you have and make a report to the police. They'll investigate and go from there.
I wonder whether attorney Dane is incorrectly assuming that you are the employer rather than the thief. All the employer needs in order to summon the police is a telephone. Most amateur thieves have spines made out of Jell-O� and they confess after about 30 seconds of questioning from a detective.
