Enhancements law

My brother had 5 yrs added on to his sentence- he says it was called an ''enhacement''? but he says the supreme court changed the law, that the enhancement has to be taken off? so the 5 yrs would have to be taken off his sentence, he made a deal when he was sentenced so i know what i need to do or what he needs to do, my brother has been in prison for 12 yrs already and his family wants him home now but no money, we need help i called one lawyer - $7500 no way can we afford that! please help me!!
