There is no such thing as "the federal police." Federal charges are filed by the U.S. Attorney. If the target of a federal criminal investigation is serving state prison time, they can file the charges and place a federal hold on the inmate. Charges can be filed until the statute of limitations expires, ordinarily this would occur prior to the inmate's release so they don't have to find her.
