does a state,federal or local police officer have to tell you he/she is a police officer,when asked,even if undercover?

Of course not.
The very concept of undercover work requires police to lie about who they are, and it would make no sense to require them to admit to being an undercover officer when asked. Undercover work would become impossible if this were how the law worked, because criminals would know this trick and would simply ask everyone they deal with whether they are police officers.
