f647.6 does this offense mean the offender had to touch the victim to receive this charge?

Penal Code section 647.6 is "annoying or molesting a child under 18." It does not require touching for the crime to be committed.
The interesting part of your question is the "f" you put there. Penal Code section 647.6 is ordinarily a misdemeanor (and would therefore have the code 'm'), but can be charged as a felony if the accused has a prior conviction for 647.6, 288 (child molest felony) or a child pornography charge... or the accused entered a residence without consent and committed the act that constitutes the 647.6 conduct. If the 'f" you put is from some document/source that indicates it's a felony, it's under one of those theories.
