Legal Question in Criminal Law in California

Facts: Sacramento county issued an arrest warrant for Amador county (CA) resident for not registering as a sex offender when he moved to Amador county. In fact, man registered in Amador county 3 days prior to the arrest warrant being issued. Man showed proof to deputy, deputy called his office telling them he has proof and that the warrant is not valid and should have never been issued at all. Man was still arrested and taken to Sacramento county jail.

The question is whether he registered quickly enough after his move, not whether he belatedly registered before the warrant was issued. Putting a stop to an ongoing crime does not erase the criminal conduct that had already occurred. Even if this gentleman was no longer in violation of the law, if he had been in violation at the time alleged in the complaint/indictment then the warrant and the arrest were proper.
