A family member -- or any other private citizen, for that matter -- cannot "press charges." Only the District Attorney can initiate a criminal prosecution.
Once the cops and DA get involved, it is out of your hands. For instance, in domestic violence cases, prosecutors often file a case and vigorously pursue it, even if the victim doesn't want the defendant prosecuted.
