There should be a court file on the case. Court files are public records, and can be seen by anyone. The court file usually contains a copy of the police report.

The police report will contain the police officer's interpretation of what happened. The police report may or may not be comprehensive and accurate.

The court file will also have a complaint which will set forth the charges against this relative.

Cases such as this start in municipal court, and then proceed to superior court. Depending the court practice in Sacramento there may be two files, municpal court and superior court.
