can a FBI person find you doing something illegal onling then make you make a donation online instead of taking you to jail

Yep. You got ripped off. I wouldn't be surprised if this morphed into outright periodic blackmail attempts. Next time you hear from them, respond that you needed to verify that they were really FBI and so you forwarded their IP address to the FBI office in your city, and you are waiting for verification from them. That should do it.
