Re: federal parole
A single Justice cannot "make a Supreme Court decision." One Justice can write the majority opinion after the case was voted on. I am not aware of any case that says federal parole was "illegal and abolished." Congress has from time to time changed the Federal criminal laws and sentencing guidelines so that, at present, Federal criminal offenders must serve all, or nearly all, of their sentences and thereafter are placed on "supervised release." There is no such thing as a parole board which is empowered to, say, release a prisoner before his or her time because of good behavior, etc. Recent Supreme Court decisions have called the constitutionality of the Federal Sentencing Guidelines, and certain sentence enhancements, into question. Some prisoners may be (or may not be) able to apply to have their sentences reduced based to these decisions. Google for cases named Apprendi and Booker.
