fees and fines

i live in fresno california, i have thousands and thousands of $$in fees and fines to 2 counties because of probation, and an old seatbelt ticket. they have suspended my drivers license because of this. what is the law code for having these overturned so i can get my license back and go back to work and become self supporting again . i just want to get off county aid and can't as long as everything i get goes to pay these fines, both counties have judgements against me, and at minimum wage with judgements and no licsence, i cannot succed in just even being self supporting

Pay your fines. That is the only way you will get your driving privilege reinstated in California. You can also request that you be allowed to do community work service in lieu of paying fines or even in conjunction with payment of your fines. Depending on the court and the circumstances of your situation, you may be eligible for reinstatement after paying a percentage of what you owe. The court can authorize lifting the suspension. I've seen it done but it doesn't happen often and it certainly won't happen unless you can convince the court that you will continue to make the fine payments as scheduled.
