felony assault charges with great bodily harm

Friend of mine is being charged with felony assault charges with great bodily harm for something that took place while he was incarcerated in the CDC system. He has been out on parole since Dec 06. All his prior offenses were drug related. Why do you thin kthe DA would be pressing charges for something that happened 2 years ago? My friend says at the time of the incident he was never disiplined for anything while in CDC. What kind of time could he be looking at?

He has a great Due Process/Serna (like a speedy trial violation, but on "fairness" grounds) issue, which quite possibly could result in the dismissal of his case.
