Is a person subject to a felony charge for nonpayment of a bank car loan?

Thank you for your inquiry. Unless fraud was part of the obtaining of a bank car loan, non payment would be a credit, collections, and civil litigation matter, not a criminal matter. So, the simple answer would be, given the facts in your question, no.
