Is it a felony for the landlord to turn off tenants' utilities, Los Angeles, Ca.

A landlord cannot turn of a tenants' utilities to effect a self help eviction. If a landlord does so, a landlord may be subject to civil liability for the tenant's damages, as well as penalties of up to $100 per day that the landlord turned off the utilities. The relief is provided in civil courts, pursuant to Civil Code section 789.3.

I'm unaware of any criminal punishment.
