Is it a felony or a misdemeanor?

A friend of mine was convicted of welfare fraud in 2001. Is welfare fraud a felony or a misdemeanor? She also claims she was paying it off when she was ''Forced to turn herself in''.

Fraud, like theft, in California is a felony if the amount is over $400 or if the defendant has a prior conviction for theft. Otherwise in most cases it is a misdemeanor. Nobody is "forced to turn themselves in."
