Felony Warrant
If a felony arrest warrant was issued in 1994, how long is it in affect?

Forever, or until you're arrested on it. And, because it's a felony, if you're stopped in any state in the country for, say, a traffic offense, and the cop runs a national warrant check, you can be arrested in that state, held for up to 90 days while California extradites you (brings you back to CA to deal with the charges).
